VISION
The vision of Bureau of Healthcare, Substance Abuse and Mental Health Services is to improve the implementation of evidence-based medical and behavioral health programming for prevention and treatment services, and to create a center for innovative treatment services in corrections with a university or college partner.

The Bureau provides oversight of the daily medical and mental health operations of the contracted medical and mental health providers to ensure National Commission on Correctional Health Care standards are continuously met and maintained.

Drug overdoses kill hundreds of Delawareans every year. When a person struggling with addiction experiences an overdose, every second counts. Having naloxone on hand can save a life during an opioid overdose. To prevent overdose deaths and get individuals struggling with addiction to treatment and other supports the Delaware Department of Correction has partnered with Delaware Health and Social Services to provide naloxone in the community to probationers, their families and loved ones, and others. Recipients receive two doses after completing a short 5-minute training on when and how to properly use naloxone.
